LaShon Gros

City of Taylor

LaShon Gros is the Director of Human Resources and Civil Service for the City of Taylor. She began this role in January 2021. Her focus is on recruiting and retaining talented employees, increasing employee engagement, and making a positive impact in the organizational culture. LaShon began her career in municipal human resources with the City of Killeen where she served 5 years. Her duties included employee relations matters, managing the recruitment cycle, overseeing the hiring and promotion processes for Civil Service, and assisting with training. LaShon discovered her love for human resources while serving in the United States Army. LaShon retired from the army after 20 years of service in 2016. LaShon has a Bachelor of Science in Business Administration, a Master of Human Resources Management, and a Master of Science in Organizational Leadership. She is also a Society of Human Resources Certified Professional (SHRM-CP). LaShon loves spending time with her family, watching movies, and traveling.

Rachel Dominguez

City of Frisco

Rachel is the Human Resources Manager for the City of Frisco.  Rachel has worked in Human Resources for sixteen years in the public and private sectors. Before joining Lubbock County, Rachel was the Assistant Director of Human Resources for the City of Lubbock. Rachel serves on the Lubbock Society for Human Resource Management (LSHRM) board as the Certification Chair and has served in past roles as the Legislative Chair, President-Elect, President, and Past-President. Rachel has a BBA and MBA from Eastern New Mexico University and is PHR and SHRM-CP certified. Rachel has a passion for her community and serving the public.

Kiearha Davidson, PSHRA-SCP, SPHR, SHRM-CP

City of Converse

Kiearha Davidson, PSHRA-SCP, SPHR, SHRM-CP, is the Director of Human Resources for the City of Converse, Texas, leading employee relations, performance management, benefits, and payroll. She brings municipal and nonprofit HR leadership experience, including serving as Human Resources Division Director for the City of Pontiac, Michigan, where she supported the City’s retiree benefits restoration effort impacting more than 1,000 retirees, and as Chief of Staff for a City of Detroit Council office with responsibility for staff operations and budget oversight. Kiearha has led HRIS and payroll system implementations, policy modernization, HR process improvements, and benefits cost reductions through strategic vendor and carrier negotiations. She is proud to serve on the Texas PSHRA Board of Directors and support the continued growth and professionalism of public sector HR across the state.

Christina Hernandez

City of San Antonio

Christina Hernandez is the Assistant to the Director of Human Resources for the City of San Antonio. Christina has 8 years of experience in human resources. Christina began her career in human resources at the City of San Antonio and her past roles include Employee Relations Business Partner and Employee
Relations Manager. Prior to her serving the City of San Antonio, Christina worked in the healthcare and IT industry. Christina earned her bachelor’s degree and MBA from Texas Tech University.
